I concur in proposed answer regarding enquiry with additions suggested by the Governor in his telegram of August 7th.

I also agree that offer of de jure recognition would be premature because apart from other reasons Canton Government explicitly state that they are not seeking this yet and they would certainly refuse to include extraterritorial and other uni- lateral privileges in new treaty which would presumably have to be concluded,

On the other hand maintenance of the fiction of a Central Government which obliges us to negotiate with Peking about questions concerning Canton merely enrages Canton authorities and is definitely harmful to our interests in the South, could we not therefore inform Canton Government that if they will restore friendly relations we will recognize that they are de facto rulers of the territory they control and will negotiate di- rectly with them on all local questions? We might then obtain practical solution of such problems as Cunton Kowloon railway Mixed Courts agreement without mentioning treatles

on lines of Shanghai and extraterritoriality, nevertheless even with this inducement I do not believe we shall secure settlement of boycott unless Canton Government are made to feel our patience is nearing an end and that alternative to friendship is our active enmity.
